The tectonic plates are composed of two types of lithosphere: continental and oceanic lithosphere, for example, the African Plate includes the continent and parts of the ocean floor Atlantic and Indian oceans. The distinction is based on the density of materials used oceanic lithosphere is denser than the mainland due to its higher mineral content mafic. Consequently, the oceanic lithosphere are generally below the level of the sea (eg, the whole Pacific plate, not including the mainland) while the continents of the project on sea level. I found no information on why the plate boundaries are mostly in the deep ocean, but it seems logical that since the middle of the oceanic crust continental crust 5 miles to 30 miles thick, the thin crust that divides more easily, resulting in most limits on the oceanic crust.
